Working in partnership with the local municipality, our neighbor industrial companies and the citizens that surround our site, Rohm and Haas Texas is committed to the principles of Responsible Care and to maintaining an open dialogue with the local community. Here are just a few of the organizations with which we work.

East Harris County Manufacturers Association ECMA

The East Harris County Manufacturers Association (EHCMA) is a voluntary alliance of approximately 125 chemical manufacturers, refiners, and supporting distribution/terminal facility managers in the Bay Area, Baytown, Deer Park, Houston, La Porte, North Channel, and Pasadena. Founded in 1987, EHCMA is the largest network of its type in the world.

EHCMA's mission is "To promote the health, safety, environmental, and economic well-being of our industry and of the communities around our plants."

Deer Park LEPC

In October 1986, Congress passed Public Law 99-499, the Superfund Amendments and Reauthorization Act (SARA) Title III, also known as the "Emergency Planning and Community Right-to-know Act" (EPCRA). This federal law required the Governor of each state to appoint a State Emergency Response Commission (SERC) which divided each state into Local Emergency Planning Districts, each governed by a Local Emergency Planning Committee (LEPC). Most local planning districts were determined by city or county boundaries. The City of Deer Park LEPC is one of 18 LEPC's in Harris County and is one of the leading LEPC's nationwide.

The purpose of the Deer Park LEPC is to:

  1. develop, train, and test a hazardous substances emergency response plan for the City of Deer Park,
  2. develop procedures for regulated facilities to provide notification of a hazardous release to the LEPC
  3. develop procedures for receiving and processing community right-to-know requests from the public
  4. provide for public notification of committee activities.

Texas Chemical Council

Texas Chemical Council (TCC) is a statewide trade association of chemical manufacturing facilities in Texas. Currently, 85 member companies produce vital products for our way of life, fulfill educational and quality-of-life needs, and provide employment and career opportunities for some 70,000 Texans at more than 200 separate facilities across the state. Their combined economic activity sustains about 400,000 jobs for Texans.

Organized in 1953, TCC was the country's first state trade association that represented the chemical industry's common interests at the state level. The primary concern then was to present a unified position on the issue of taxes being proposed on the industry. As the chemical industry grew in size and importance to Texas, TCC expanded to represent the Texas chemical industry in many other important areas such as environmental protection, health and safety issues, tort reform and energy policy

Houston Regional Monitoring

The Houston Regional Monitoring Corporation (HRM) is one of the largest privately sponsored ambient air monitoring networks in the United States and is supported by 44 individual companies operating in the Greater Houston Metropolitan Area.

HRM has been monitoring air quality in the Houston Area for more than 22 years to better understand the extent, causes, effects, and abatement of air pollution. During these years, the participating HRM member companies have accumulated ambient air measurement data from as many as twelve monitoring stations; including measurements for all six criteria pollutants, and since 1987 measurements of approximately 150 volatile organic compounds. The HRM network is designed to provide representative air quality in a 900 square-mile area that includes the Houston Ship Channel Industrial corridor. This body of data and knowledge is recognized and accepted by TCEQ, EPA, and the City of Houston for its validity and thoroughness.

HRM does more than monitor the air we breathe. Special studies conducted by HRM helps to better understand air quality issues in the Houston area, and communicate HRM technical information and data to local and national audiences. Information from HRM is used to develop and evaluate effective control strategies for improving air quality while maintaining the economic viability of Houston's industry.
